The USDA Foreign Animal Disease Diagnostic Laboratory in Orient Point, NY, intends to award a procurement of 17 cattle, meeting the following criteria: 6 months old; 500-600 lbs.; and castrated males cattle to Thomas D. Morris, Inc. This animal procurement will be conducted in accordance with the procedures in FAR Part 13.106 and 6.303-2. The purchase determination is based on recent herd health veterinary testing verifying the source herd to be vaccinated against Infectious Bovine Rhinotracheitis (IBR), Bovine Viral Diarrhoea (BVD) (Types 1 & 2), Parainfluenza 3 (PI3), Bovine Respiratory Syncitial Virus (BRSV), and leptospirosis with boosters as necessary, and mannheimia. Cattle upon delivery must be healthy with no overt signs of disease, respiratory disease, lameness warts or ringworm. The nature of the research requires outbred commercial cattle of extremely high health status and free of the listed specific pathogens that would interfere with experimental design and results if the cattle were infected with the pathogens. The cattle must be from a single farm site to maintain similar age, health and genetics and be delivered directly to the USDA Foreign Animal Disease Diagnostic Laboratory in Orient Point, NY with no other holdings between. We have determined Thomas D. Morris, Inc to be the only source able to supply the health requirements as well as the number of cattle required for the research.
It has been determined that procurement of animals not satisfying the above requirements would be devastating to the ongoing research projects and could negatively impact other ongoing bovine projects at the laboratory facility were the above diseases to be introduced to current research herds. This vendor maintains the high herd health required for our ongoing project and is of an agreeable travel distance as to reduce negative animal impact. The cost has been determined fair and reasonable based on current technical knowledge of fair market value. The anticipated purchase order value is $34,785.00.

Sources interested in responding to this requirement must be able to provide compelling evidence that they can obtain/provide the required animals.
