The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Rev. Richard Hokanson. Required services are Catholic Mass and Baptism. Services to be rendered are for a Base Year of 12 Months Plus 4 Option Years:

The Statement of Work is as follows:

 

STATEMENT OF WORK
CATHOLIC AUXILIARY PRIEST
As of August 2009

1. GENERAL
The auxiliary priest will help provide the Constitutional Free Exercise of Religion by providing Saturday evening and Sunday morning Mass, baptisms, Reconciliation, and if necessary, Holy Day Masses and other Catholic Sacraments. The Catholic Priest will serve as auxiliary priest when the Active Duty priest is not available and must accomplish assigned tasks with minimal supervision.

2. QUALIFICATIONS
(1) Posses the education requirements as deemed necessary by the Archdiocese for the Military Services and 1 year experience conducting Mass.
(2) Experience working within the Catholic parish and a commitment to work in harmony with the faith expression of person who attend the Catholic worship services at the Base Chapel.
(3) Must obtain written permission from the Archdiocese for the Military and the local diocese to conduct Mass at Seymour Johnson AFB.
(4) Sincere desire to promote Christian worship and be willing to work with those of different
faiths.
(6) Support the ministry of the chapel staff and congregation.

3. SPECIFIC RESPONSIBILITIES
(1) Function under the direction of the Catholic Chaplain.
(2) Maintain a neat professional appearance and conduct himself in a business-like manner.
(4) Work hours will consist of Saturday Reconciliation and Mass from 1600 - 1830 and Sunday Mass from 0930 - 1030 the work will be performed at the SJAFB chapel.
(5) The Mass, as stated in the above schedule, will be performed at least 12 times a year.
(6) Baptisms are to be contained within the normal weekend schedule, and are not stand alone separate units.


4. GOVERNMENT WILL FURNISH
(1) At least a two-week notice for each weekend Mass that is asked to be conducted.
(2) Travel and lodging per trip.
(3) Robes, liturgy books, communion supplies, Blessed Sacrament Room for confessions.


5. PAYMENT
The Contractor will be paid monthly for services performed that month. The maximum number of services allotted may or may not be the maximum number of services required of the Contractor


This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 17 August 09 at 11:30 A.M.
