ANSWERS TO QUESTIONS

-  Clarification on Hours of Performance:

• Section 1.4.1 states that the contractor shall ensure complete and required Catholic ministries are provided. Given the part-time nature of the role (24 hours per week), I request more flexibility in scheduling to accommodate pastoral needs effectively.

                This is the requirement of the department.  No change to the PWS.

• Section 1.4.2 currently describes performance hours as an average of four (4) hours per day, six (6) days per week. However, since this is a part-time equivalent position, I recommend adjusting the language to reflect flexible scheduling to meet mission requirements.

• Additionally, given the mission-essential nature of the role, the contract should specify that the on-call requirement applies only when catholic priest-specific task and skill is required by patients and other on-call chaplains who cannot perform sacraments.

-(Section 1.2.7): The contract states that timesheets are for Full-Time Equivalent (FTE) but since this is a part-time position, the contract should reflect that designation accordingly.

-  Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

                                This is not a new effort.  The current contract is W81K00-20-P-0291.

-What will be the contract value for this opportunity? 

                                Less than $180,000.00

-  We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

                                This is not a new contract.

-Full-Time vs. Part-Time Designation:

• The current contract defines performance hours as 4 hours per day, 6 days per week (24 hours weekly).

• Given the part-time nature of the role, a flexible scheduling approach is recommended to meet pastoral needs.

• Instead of restricting hours to 4 per day, suggest keeping it at 24 hours per week without a daily cap.

                These hours are an average and can be flexible according to the needs of the department.  Will not exceed 24 hours in a week.  No change to the PWS.

- On-Call vs. Call-Back:

• The contract should specify that on-call duty applies only when a Catholic priest is specifically required for sacraments.

• Recommend eliminating “on-call” requirements and keeping only “call-back” duties.

                Both on-call and ball-back are needed by the department.  No change to PWS.

- Timesheets for Part-Time Position:

                • The contract states that timesheets are based on a Full-Time Equivalent (FTE) model.

• Since this is a part-time role (under 30 hours), the contract should reflect that designation appropriately.

                FTE has been removed from PWS.

-Item 0001 vs. Item 0006:

• Item 0001 (624 hours for 6 months) appears based on 4 hours/day, 6 days/week.

• Need confirmation if Item 0006 (1,912 hours for 12 months) follows the same calculation, as the total hours seem unexpectedly high.

                CLIN 0006 is changed to 1,248 part time hours

-Item 0004 vs. Item 0009 (Call-Back Hours):

• Item 0004 allocates 75 hours for 6 months, while Item 0009 lists only 50 hours for 12 months.

• Request clarification on the reason for this difference.

                CLIN 0004 is changed to 25 hours

-Item 0005 & Item 0010 (Retention):

• Seek clarification on the term “retention” in these items.

• Confirm whether a separate quote is required for these items.

                Retention is defined in the PWS in 1.2.11.3.  Separate quote is not required. 

- Call-Back Payment Structure:

• Recommend changing “Call-Back” to a per-call basis instead of per-hour measurement.

                The Government pays only actual hours worked.
