This sources sought synopsis is being published for market research
purposes only, to identify potential sources capable of providing Catholic
Priest Services at F.E. Warren AFB, WY

This is only a Sources Sought Synopsis and is not a Request for Proposals (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.

Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. Responses will not be returned. No entitlement to payment,direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses for the Government's use of such information. The information obtained from industry's response to this notice may be used in the development of a possible acquisition strategy and potential RFP.

Description
The contractor shall furnish personnel and transportation necessary to provide a part time contract Catholic Priest for the Roman Catholic Community at F. E. Warren AFB Wyoming. The contractor shall provide for the religious and spiritual needs of the Air Force military and their families. The contractor shall support individual rights under the First Amendment to the US Constitution and shall provide an opportunity for everyone to freely exercise their religious beliefs.

Qualifications: Please see the draft Performance Work Statement for more details regarding the exact qualifications desired.

Security Requirements: The contractor must pass a background investigation within 120 days of contract award. This includes the following: Personal/Security Questionnaire, National Security Agency CheckQuestionnaire, Background Check Permission Slip (Name, SSN, Signature) and fingerprinting (completed by 90 SFS/SFAR). Reference DODI 1402.5,19 Jan 93

Frequency of Services: The contractor shall maintain office hours and lunch hours of a time agreed upon by the Wing Chaplain. However, the contractor may be required to work irregular duty hours; e.g., night/weekend duty, extended hours, and emergency ministrations as required. An average of 30 hours per week is required, with a maximum of 1560 hours in a 12 month period. The Wing Chaplain or designated representative reserves the right to change the work schedule provided that the contractor is given notice one week prior to the change.

Regulation: Chaplain Service Contracts, AFI 52-105, Vol IV, para 1.6
1.6. Conflict of Interest.
1.6.1. Follow all restrictions as stated in the Department of Defense
publication, DoD 5500.7-R, Joint Ethics Regulation, and FAR 37.104.
1.6.1.1. Do not consider members or relatives of persons in the supervisory
chain, or those who could be construed to have conflicts of interest (e.g.
family members of chaplains, chaplain assistants, DoD employees, etc.) for
appropriated or CTOF contracts. MAJCOM/HC, in consultation with JA may
waive the restriction for CTOF contracts when advertising efforts fail to
produce permissible qualified bidders. To obtain a waiver for a CTOF
contract, the installation must submit copies of all advertising and a
statement, signed by the Wing Chaplain, to MAJCOM/HC. The statement
should state, "no qualified bid(s) were received." This same documentation
will be included along with the funding documents sent to the local
Contracting Office for appropriated fund actions. SAF/AQC has waiver
authority for appropriated fund contracting actions.

FAR 3.602 -- Exceptions:
"The agency head (SECAF), or a designee not below the level of the head of the contracting activity (Col Christianson AFGSC/A7K), may authorize an exception to the policy in 3.601 only if there is a most compelling reason to do so, such as when the Government's needs cannot reasonably be otherwise met."
