Note to Offerors:

This Solicitation is subject to Congressional approval of the FY 22 DOD appropriation ACT or CRA. Funds are not presently available for this acquisition. No contract shall be awarded nor shall a prospective contractor be notified of a pending award until funds have been certified to be available by the operating official designated by local regulations or by a “Delegation of authority” letter as the official authorized to certify funds availability.

Synopsis:

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information found at FAR 13 and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is W58D2M-21-Q-0018 and the solicitation is issued as a request for quotation (RFQ).

(iii) Para iii with latest (Federal Acquisition Circular (FAC) 2021-06 published in the Federal Register on June 10, 2021).

(iv) This part, except for Subpart 19.6, applies only in the United States or its outlying areas. This procurement is not a set-aside. The associated NAICS code is 711130.

(v) The purpose of this combined synopsis/solicitation is to provide instrumental accompaniment (at minimum play the organ and the piano) as music support to assist the congregation in worship, for one (1) base year, plus four (4) option years, as described on the attached Performance Work Statement. Offerors are required to indicate the unit price and the total cost on the attached Request for Quotation W912PF- 21-Q-0018 (Attachment# 2)

(vi) Description of the requirements for the items being required: this combined synopsis/solicitation is to provide a pianist/organist to play accompaniment music for the Catholic Mass Service and to play accompaniment music for congregational singing, solos duets, ensembles, and other special music at the Camp Darby Chapel, Italy.

(vii) Dates and places of delivery and acceptance and FOB point:

Required Period of Performance:    1 October 2021 - 30 September 2022 (Base year)

                                                         1 October 2022 - 30 September 2023 (Option year one)

                                                         1 October 2023 - 30 September 2024 (Option year two)

                                                         1 October 2024 - 30 September 2025 (Option year three)

                                                         1 October 2025 - 30 September 2026 (Option year four)

The period of performance has to be considered estimative, since the performance depends on FY22 funds availability.

(viii) Clauses and Provisions applying to this acquisition are listed on the attached Request for Quotation W58D2M-21-Q-0018.

(ix) The full text of these clauses and provisions may be accessed electronically at the following website: https://www.acquisition.gov/. This contract will utilize Wide Area Workflow (WAWF) which is a secure Web-based System for electronic invoicing, receipt and acceptance. The WAWF application enables electronic form submission of Invoices and Government Inspection and Acceptance documents in order to support DOD’s goal of moving to a paperless acquisition process.

(x) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.

(xi) All proposals must be submitted to the Contracting Officer no later than 12:00 p.m. (GMT+01:00, Rome) on September 20, 2021. All quotes shall be submitted in English and include the company point of contact, phone number, and email address. Quotes shall be submitted through e-mail to the mailing address. The United States government is exempt from payment of Imposta Valore Aggiunto (IVA) tax in accordance with DFAR 252.229-7003, Tax Exemptions, and with Article 72 of the Italian IVA implementing Decree Law 633, dated October 26, 1972.
