REQUEST FOR PROPOSALS CATHERINE BRANCH WASTEWATER TREATMENT PLANT (WWTP) PRE-PURCHASE NORTHLAKE, TEXAS Notice is hereby given that the Town of Northlake is now calling for proposals for pre-purchase of equipment and services related to the Catherine Branch Wastewater Treatment Plant (WWTP) and Influent Lift Station. All proposals must be sealed and clearly marked “SEALED PROPOSAL – Catherine Branch WWTP Equipment Pre-Purchase” and returned to the Town of Northlake, 1500 Commons Circle, Suite 300, Northlake, Texas 76226-1598, prior to 2:00 PM, CDST, Wednesday, February 2nd, 2022 at which time they will be publicly opened and read. The Town of Northlake reserves the right to reject any or all proposals received. The Project consists of: 1. Supplying prepackaged wastewater treatment plant equipment, with the option of installation, 1.1.Installation of the prepackaged wastewater treatment plant equipment (optional) 1.2.Start-Up Services for the prepackaged wastewater treatment plant equipment, 1.3.Operator Training Services for the prepackaged wastewater treatment plant equipment, 2. Supplying influent lift station system equipment, 2.1.Start-Up Services for the influent lift station system equipment, 2.2.Operator Training Services for the influent lift station system equipment, 3. Supplying an FRP wet well, 12-ft diameter and 35-feet deep Proposals shall be on a Lump Sum / Each price basis. A non-mandatory pre-proposal meeting for the project will be held at the Town of Northlake, 1500 Commons Circle, Suite 300, Northlake, Texas 76226-1598 at 10:00 AM, CDST, Wednesday, January 26th, 2022. Prospective Proposers may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 4:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Plans, specifications, proposal forms and other contract documents may be examined at the office of Halff Associates, 4000 Fossil Creek Blvd, Fort Worth, Texas, 76137. They may be secured from Halff Associates at the cost of $50.00 dollars. No refunds will be made. Direct questions regarding distribution of Contract Documents, and the design of the 16-inch water line to Preston Dillard, P.E., Halff Associates, Inc., at (817) 764-7504. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidders must submit a cashier's check, certified check, or acceptable bidder's bond with their proposal as a guarantee that the Bidder will enter into a contract for the project with the Owner within fifteen (15) days of Notice of Award of the contract. The security must be payable to Town of Northlake in the amount of five (5%) percent of the bid submitted. Contractor must execute the contract, bonds and certificates of insurance on the forms provided in the Contract Documents. Contractors for this Project must pay no less than the prevailing wage rates for the area established by the Owner and included in the contract documents. The Town of Northlake reserves the right to adopt the most advantageous interpretation of the bids submitted in the case of ambiguity or lack of clearness in stating proposal prices, to reject any or all bids, and/or waive formalities. Bids may not be withdrawn within ninety (90) days from date on which bids are opened. Bid guaranty shall be furnished in accordance with the Instructions to Bidders.
