The subject requirement is for the acquisition of 30,420 National Stock Numbers (NSNs) which are listed on the sole source Caterpillar Commercial Price List. These NSNs will be used on multiple end items including supporting of but not limited to Material Handling Equipment. This will be an Indefinite Quantity Long-Term Contract with one year base period with biannual price adjustment and four, one year, option periods with biannual adjustment, options are exercised at the discretion of the government.  The total duration base plus option years shall not exceed 5 years.  Items will be shipped to various locations both CONUS and OCONUS and Foreign Military Sales (FMS) Increments and delivery schedule will be noted on the RFP. Small Business Standards is 500.

Other than Full & Open Competition 10 U. S. C. 2304 (c) (1).  FOB and Acceptance/Inspection points will be on the RFP. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/rfp after the issue date of 03/06/2014. 

Based upon market research, the Government is using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.

Military and commercial specifications cannot be provided by DLA Land and Maritime.  Hard copies are not available.  There are no technical drawings/bid sets available. 

This proposal will be evaluated according to "price only" procedures.  One or more of these items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979.  All offers shall be in the English language and in U.S. Dollars.  All interested suppliers may submit an offer.
