Synopsis:

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to extend the current contract with Air Worldwide Corporation.  The current contract with Air Worldwide ends June 26, 2020 and is anticipated to be extended for two (2) months (June 27, 2020 through August 26, 2020).  This proposed extension will enable FEMA to continue critical requirements for Catastrophe Modeling while the follow-on competitive procurement is completed.

FEMA’s Risk MAP Program requires continued contractor support to provide inland flood and storm surge catastrophe modeling licenses. The benefits of these models increase the accuracy of FEMA’s flood-related predictive capabilities and has approved plans and procedures in place to continue performance while a new contract is being re-procured. The data derived from models will be used to develop the National Flood Insurance Program’s (NFIP’s) rating approach for floods insurance policy rates.

The proposed extension is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 and 41 United States Code 3304(a)(1), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements.

THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT.  This notice of intent is not a request for competitive proposals.  Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by the agency.  Capability statements must be received by the response date and time of this notice.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
