THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive purchase order to ATIRELL, Nyarugenge, VK, in Kigall, Rwanda, for the acquisition of a diesel generator for broadcast site at Manga Hill outside of Bujumbura, Burundi.
The anticipated period of performance is September 4, 2014 - September 3, 2015
The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
BBG/IBB, Office of Contracts (CON) plans to make an award to ATIRELL on a sole-source basis for a CAT GEP 55-3 Generator. The generator will allow for sufficient capacity of power to support a VOA FM transmitter. The commercial power, at the facility is unreliable. This Notice of Intent is not a request for quotes. Interested firms must submit a written response that demonstrates their specifications, and ability to provide a diesel generator. Interested firms must state how they would facilitate the above and include appropriate documentation. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. Any determination to compete or not to compete this proposed purchase order is solely within the discretion of the Government.
