NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD

The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Bemidji Area intends to award a Firm Fixed Priced Contract on a sole source basis to Abbott/Siemens for Cass Lake Indian Hospital, Cass Lake, MN. The anticipated period of performance will include a base plus 4 option years.

This Intent to Sole Source is in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Subpart 13. 5 Simplified Procedures for Certain Commercial Items.  Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed price Sole Source contract to Abbott/Siemens as only one source reasonably available due to proprietary data and licensing rights. An upgrade to the current operating system, assistance with configuration of lab analyzers, the set-up of the newest software version of Instrument Manager and a maintenance and support agreement for the Data Innovations Laboratory Interface server is required. The current Cass Lake Abbott/Siemens Glucose Monitoring System is operating on Windows Server 7. This operating system is end of life and soon will no longer be supported. IHS cyber security directives mandate we upgrade this system to a newer supported version of Windows OS as soon as possible. Also, this upgrade and maintenance/support agreement is necessary to ensure continued support services and patch support without interruption should an unanticipated failure or security issue occur. Abbott/Siemens is the only source for maintenance/updates, or modifications and upgrades to their system(s).
