The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiated on a non-competitive basis with EADS North America, Inc., 2550 Wasser Terrace Suite 9000, Herndon, VA 20171 for the procurement of a Cost-Plus-Fixed-Fee effort for CASA-235-300 aircraft parts repair and/or replacement to cover the risk associated with aircraft parts failure during the pilot and maintenance training as well as the ferry flight to Sana'a Yemen. EADS-N.A is currently providing training and ferry flight support for the Counter Networks and Illicit Trafficking (CNIT) Project Office Yemen CASA-235-300 Program. The CASA-235-300 aircraft is currently at the Original Equipment Manufacturers (OEM) facility in Seville, Spain and destined for delivery and transfer to the Yemen Air Force.

The Government intends to procure the above items under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested firms may identify their interest and capability to respond to this requirement in writing within 15 days after the date of publication of this synopsis.
