THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Carl Zeiss Microscopy, LLC, One Zeiss Drive, Thornwood, New York 10594-1939 to procure Axio Zoom.V16 that will be customized for NHGRI Undiagnosed Disease Laboratory.

Background:

The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency seeking fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Institutes of Health Undiagnosed Disease Program (UDP) is a trans-National Institute of Health (NIH) initiative that focuses on the most puzzling medical cases referred to the NIH Clinical Center in Bethesda, MD. Many medical specialties from other NIH research centers and institutes contribute the expertise needed to conduct the program, including endocrinology, immunology, oncology, dermatology, dentistry, cardiology and genetics, among the dozens of participating senior attending physicians. A longstanding medical condition that eludes diagnosis by a referring physician can be considered undiagnosed and may be of interest to this clinical research program.

Scope of Work:

The Axio Zoom V16 will be used in NHGRI Undiagnosed Disease. Carl Zeiss Microscopy is able to combine accessories to build microscope units that contain all of the specific filters, objectives and documenting equipment necessary for the laboratory. The microscope will be uniquely built to incorporate all the of the lab requirements. A major required feature for all microscopes in the UDP laboratory are that they are capable of producing data that can be directly loaded into the ASSAY builder software which will allow for fully automatic, high-content analyses of images captured by the microscopy systems. This software is specifically designed for us with the microscopes from Carl Zeiss, and has been matched with the all software modules and automated hardware for their machines. Additionally, parts of the microscopes such as cameras, objectives, and filters must be fully interchangeable between all of the purchased microscopes and compatible with those that the UDP laboratory already possesses.

Justification:

Provide the UDP laboratory a fluoresce-based stereo zoom microscope for analysis of adult and embryonic Danio rerio transgenic models to assess mutation incorporation, fluorescence analysis, and deposition of data into the UDP laboratory scientific notebook and digital repository for collaboration. The microscope must use the ZEN software platform and have the proper fluorescence data output to use the ASSAY builder analysis software already in use in the UDP laboratory. Additionally, parts of the microscopes such as cameras, objectives, and filters must be fully interchangeable between all of the purchased microscopes and compatible with existing Carl Zeiss Microscopes that the UDP laboratory already possesses.

REGULATORY AUTHORITY:

This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements.

ADDITIONAL INFORMATION:

Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 (January 1, 2014). This requirement is under the Simplified Acquisition Threshold of $150,000.00.

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
