This is a Sources Sought notice. This notice DOES NOT constitute a request for proposal, request for quote or invitation for bid. This Sources Sought is a market research tool being utilized to determine potential offerors. This is not a solicitation for quotes and no contract will be awarded from this announcement.

No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. No presentations will be scheduled.

In accordance with the Federal Acquisition Regulation 5.2, The Great Plains Area Indian Health Service, Aberdeen, South Dakota, is conducting a Sources Sought notice for Cardiovascular Imaging Interpretation Services. These services will be provided remotely via MUSE and teleradiology. The Woodrow Wilson Keeble Memorial Health Care Center (WWKMHCC), Sisseton, South Dakota, requires contractor support from a Board Certified Cardiologist for these services. The Contractor will need DICOM communication available for direct connection to PACS via the IHS network. The Contractor will have to establish an interconnectivity agreement to implement a VPN tunnel connection from the IHS network to the Contractor's network for network connectivity. The contractor will assure availability of professional cardiology services to manage the following estimated procedures:

  1. 30-60 EKG’s a month
  2. 20 or less echocardiograms a month

WORK SCHEDULE: Off-site services will be required 0800-1700 Monday through Friday to provide interpretations and reports on images sent via MUSE/teleradiology to the Contractor for this purpose. The Contractor will interpret and assure that final interpretation results are accessible within 1 hour for EKG’s and within 3 to 10 days for echo’s.

The Contractor is required to provide services Monday through Friday 8am to 8pm; including Holidays. Weekend work may be performed Saturday and Sunday 1pm to 5pm. After hour services will be considered anytime outside of Monday through Friday 0800-1700 and holidays.

The North American Industry Classification System (NAICS) Codes are 621 –Health Care and Social Assistance, 621111, Offices of Physicians (except Mental Health Specialists), with a Small Business Size Standard of $12.0 million and 561-Administrative and Support, Waste Management and Remediation Services, 561320, Temporary Help Services, with a Small Business Size Standard of $30.0 million.

The Government will use this information to determine the best acquisition strategy for this procurement.  The Government is interested in Native-Owned, 8(a), Small Business, Small Disadvantaged Business, Service-Disabled Veteran-Owned, HubZone, and Women-Owned Small Business concerns.  The government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code(s).  

The written responses to this notice should consist of the following items:

  1. Company Name
  2. Company Data Universal Numbering System (DUNS) number
  3. Company point of contact, mailing address, e-mail address telephone number, fax number and website address.
  4. Name, telephone number and e-mail address of a company point of contact that has the authority and knowledge to clarify responses with government representatives.
  5. Type of Company: All respondents should be registered on the System for Award Management (SAM) located at https://www.sam.gov.

Respondents will NOT be notified individually of the results of the sources sought.

It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs.
