Pre-Solicitation Notice

Carbaryl Application on the Palomar Ranger District of the Cleveland National Forest in California

This is a pre-solicitation notice only. This is not a Request for Proposals (RFP) and does not commit the Government to award any contracts now or in the future.

Description of Work:  The Forest Service, Pacific Southwest Zone is seeking contractor services for Carbaryl Application treatment on the Cleveland National Forest. The intent of this contract is to secure forestry related services for the application of a contact insecticide, Carbaryl, to the boles of 261 individual coast live oak (Quercus agrifolia), trees greater than 14 inches in diameter at breast height (dbh) to prevent attacks of the invasive goldspotted oak borer. Individual trees have been pre-identified by Forest Service personnel and are designated for spraying with metal tags and colored flagging.

Location:  The project is located on the Cleveland National Forest, Palomar Ranger District in northeastern San Diego County. Designated trees are spread across four (4) administrative and developed recreation sites.  The Solicitation will include contract documents with details of the project when it is released.

Classification: The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $34.0M. The Product Service Code (PSC) is F105- Natural Resources/Conservation—Pesticides Support Services.

Set-Aside: 100% Total Small Business Set-Aside.

Solicitation Issuance: A Request for Quote (RFQ) solicitation package will be available electronically on or about January 15, 2024, at the System for Award Management (SAM) website located at www.sam.gov. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must have an active registration in SAM and have completed the online Representations and Certifications in SAM.

Basis of Award:  One (1) award will be made based on the Best Value to the Government and the stated Evaluation Factors in the solicitation.  The Government reserves the right to award a contract to other than the low offeror(s).

Resulting Award: The Forest Service’s Pacific Southwest Zone will be issuing a Firm Fixed Price contract consisting of a Base Year and Four (4) Option Years

This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
