This is a SPECIAL NOTICE to communicate TSA's intent to award a firm fixed price contract to Dr. James F. Bell, 8223 FM 471 S Castroville, Texas on a sole source basis, for the purchase of veterinarian services with an expertise in canine reproductive services. The period of performance will be a total of one (1) base year with four (4) option years.

This procurement action is being conducted under FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy agency requirements; therefore proposals cannot be submitted directly on this notice.

The Transportation Security Administration was created in response to the terrorist attacks of September 11, 2001 as part of the Aviation and Transportation Security Act signed into law by President George W. Bush on November 19, 2001. The Transportation Security Administration (TSA) National Explosives Detection Canine Team Program (NEDCTP) Canine Training and Evaluation Branch require veterinary canine reproductive services and assessments for the TSA Canine Breeding Program.
An effort was made in 2012 to solicit potential sources for this requirement; however, sources near Lackland Air Force Base, Texas were limited. The TSA sought out other avenues to obtain services for this procurement.

The Transportation Security Administration intends to negotiate with only one source; no other supplies or services will satisfy the requirement. Therefore, proposals will not be accepted directly on this requirement.

This contract will be negotiated with Dr. James F. Bell DVM and ultimately awarded without further notice.
