Amendment #1 - 7/28/21- Adds Wage Determination attachment

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 

The solicitation document and incorporated provisions and clauses are those in effect through FAC 2021-06. Award(s) will be made to the Quoter whose quote, as determined by the Contracting Officer is most advantageous to the Government, considering but not limited to factors such as past performance, capability to accomplish this type of work, and price.

The USDA Forest Service intends to award a Purchase Order from this combined synopsis/solicitation.  The objective is to provide services for Manual Release Treatment of Vegetation within the boundaries of the National Forests in Alabama, consisting of the Oakmulgee, Talladega, and Shoal Creek Ranger Districts. The project is expected to start approximately September 13, 2021 and be completed by October 29, 2021.

The NAICS code assigned to this project is 115310 (Support activities for Forestry) Size standard $8.0 million. 

Solicitation Number: 12363N21Q4026 is issued as a Request for Quote (RFQ) and is being advertised as Total Small Business set aside. The award will be a Firm Fixed Price.  Solicitation closes 18 August 2021 @ 11:30am (CT).

GENERAL REQUIREMENTS:

  • Quoters submitting prices should refer to the Attached Schedule of Items, Specifications, and Requirements.
  • All questions must be in writing by email to [email protected], and must be received by the Contracting Officer NLT 2 days prior to the closing date of the solicitation.
  • No formal site visit is scheduled.  Quoters are encouraged to visit the site prior to submitting their Quote. For the Oakmulgee site location information contact David Turner at [email protected] and for the Talladega and Shoal Creek locations contact Scott Layfield at [email protected].

In response to this RFQ, Offerors should submit the following to [email protected];

  1. Completed Schedule of Items page with Quote.
  2. Experience Questionnaire (or similar format) addressing ALL items. Additional pages may be submitted.
  3. Completed FAR 52.212-3 – Offeror Representations and Certifications must be completed in SAM. If contractor needs to provide information different from what is in SAM, provide it with RFQ (see 52.212-3(b)) or update SAM.
  4. Workforce Certification
  5. Biobased products per 52.223-2, if applicable.

The selected Quoter(s) must comply with the following commercial item terms and conditions. Addendum to 52.212-1 Instructions to Offerors- Commercial Items., 52.212-3 -- Offeror Representations and Certifications -- Commercial Items., 52.212-4 Contract Terms and Conditions--Commercial Items., 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items.
