The Naval Air Systems Command (NAVAIR) intends to award a fixed-price incentive type contract modification under contract N00019-20-C-0001 with Raytheon Company (CAGE 4U884) of El Segundo, California 90245 (Raytheon) for the procurement of two (2) Canadian CF-18 New Radar Configuration. 

This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”

The Raytheon Company is the sole designer, developer, manufacturer, and integrator of the AN/APG-79 radar and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish these efforts within the timeframes required.  The Government does not intend to use the provisions of FAR Part 12 for this acquisition.

This notice of intent is NOT a request for competitive proposals; however, responsible interested parties may submit a qualification statement in which they identify their interest and capability to respond to these requirements.  A determination by the Government to refrain from competing this procurement based on responses to this notice is solely within the discretion of the Government.  The Government will not pay for any information received.
