Opportunity Summary SUMMARY OVERVIEW The State of Oregon, acting by and through the Oregon Military Department, ("Agency" or "OMD"), is issuing this Request for Quote ("RFQ") to establish a Contract for Services. For complete information, see the RFQ in the "Attachments Exist" folder. Camp Umatilla Oregon ("Camp Umatilla" or "Camp") is a National Guard Training Center located within the previous Umatilla Chemical Depot installation boundary near Hermiston, Oregon. The Camp has two primary functional areas: cantonment and training. The cantonment area consists of roughly 47 permanent and semi-permanent buildings. Construction dates for these buildings range from the early 1940's to 2020. The cantonment area provides facilities for troop housing, dining, maintenance, headquarters, administration, and storage in addition to recreation areas. The training area has approximately 20 buildings and 420 bunkers located within five bunker areas dating back to the early 1940's as part of the Umatilla Chemical Depot. The Oregon Army National Guard ("ORARNG") built small-arms firing ranges and range support buildings in 2011. Several buildings in the cantonment area have fire alarm monitoring panels. Agency is soliciting for a contractor to network the panels and provide remote monitoring services. The Agency anticipates additional fire alarm panels will be added to the network. Agency anticipates the award of one (1) Contract resulting from this RFQ. The initial term is anticipated to be two (2) years with an option to renew up to five (5) years. Agency reserves the right to monitor fire alarm panels under separate contracts if needed. PRE-BID CONFERENCE A mandatory pre-Bid conference will be held on January 12, 2021 at 11:00 AM. Interested Bidders shall meet at the front gate of Camp Umatilla and will be escorted on-site. The purpose of this conference is to explain the RFQ requirements and to answer questions. Statements made at the pre-Bid conference are not binding upon Agency. Bidders are cautioned, the RFQ requirements will change only by written Addenda issued by Agency as provided in Sections 2.4 and 2.6. SECURITY REQUIREMENTS FOR PRE-BID CONFERENCE FACILITY ACCESS: All OMD facilities are governed by REAL ID compliance regulations (https://www.dhs.gov/real-id). Security personnel are prohibited from accepting driver's licenses or ID cards from non-compliant states. Valid Photo identification in compliance with the REAL-ID compliance regulations is required for all individuals wanting access to OMD facilities. Bidders are responsible for providing appropriate valid identification. OMD is not responsible for Bidders who are turned away for not having proper identification.
