This is a combined synopsis/solicitation for Call When Needed Equipment Rental prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. 
The U.S. Forest Service intends to establish one or more Blanket Purchase Agreement (BPA) for Equipment Rental for the Lolo and Bitterroot National Foests located in Missoula and Hamilton, MT; however, the Government reserves the right not to award any BPA(s).  Any resultant BPA(s) will be five (5) years in duration. 
A BPA is a vehicle that an ordering activity can use to facilitate the acquisition of recurring needs for services or supplies.  BPA's enable ordering activities to prepare for anticipated purchses.  A BPA is not a contract, and although it establishes the terms applicable to the placement of future orders, it does not obligate funds.  When the need becomes immediate, the ordering activity can then make the purchase by simply placing a BPA Call against the BPA.  BPA's do not state a minimum or maximum amount.  Since it is not a contract, there are no guarantees that the Government will place any orders against it.  

BPAs may be established upon receipt of a Reply package.  

All interested contractors shall submit their list of equipment, and the Experience Questionaire to the Primary Point of Contact listed below.  In addition, Contractors will include their reply a completed copy of the FAR provision, 52.212-3, Offer Representations and Certifications - Commercial Items.  As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.  

The FAR clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-1, Instructions to Offerors-Commercial Items, apply to this acqusition.

This is a total small business set-aside and the small business size standard is $7.5 Million.  The North American Industry Classification Code is 115310.

The established BPA will have a performance period between approximately the date of award through March 31, 2021.  

This announcment constitutes the only notice; a written notice will not be issued.  The notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86-2/1/2016.
