The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Climatic Data Center (NCDC), intends to negotiate and award a Firm Fixed Price award on a full and open basis for calculations of tropospheric and stratospheric temperatures from Microwave Sounding Unit (MSU) measurements. Because there is no consensus on which method for estimating temperatures of the atmosphere from MSU measurements is most reliable, the government intends to award two firm-fixed price purchase orders for this requirement utilizing simplified acquisition procedures. This will provide the best available lower and upper bounds of possible atmospheric temperatures.
All responsible sources may submit a quotation which shall be considered by the agency. The Request for Quotations is only available on line by downloading from this site. Technical and past performance are more important than price. Quotes are to remain effective for 30 days after close of solicitation. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service. Potential offerors may direct all inquiries pertaining to the solicitation in writing to Linda S. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. This is a Simplified Acquisition (Other than Commercial Items) and Federal Acquisition Regulations Part 13 apply.
