The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a Firm-Fixed-Price, Stand-Alone contract for the repair and maintenance of one (1) PSNS Dry-dock No. 4 Caisson located at Naval Base Kitsap Bremerton, Washington. Firms possessing the capability and qualifications would provide the labor, material, and services to accomplish repairs, maintenance, refurbishment, and preservation of PSNS Dry-dock No. 4 Caisson. Repair and refurbishment requirements shall include:
Coordinating with the Contracting Officer, via the Contracting Officer's Representative (COR), to tow and deliver the vessel to the Contractor's facility. Dock, wash, and clean the exterior surfaces of the vessel. Accomplish ultrasonic test (UT) inspection, structural, and weld repairs of upper deck and shell plating surfaces. Manufacture and install new forward hatch enclosure in place of existing access hatch. Remove existing and install new non-skid on the upper deck surfaces. Install new (4) each Government furnished 36-inch gate valves and (8) each actuators. Remove, overhaul, repair, and test existing (8) each, 36-inch gate valves. Remove, uncouple, disassemble, inspect, repair, reassemble, bench test, re-install, and system test various listed Pump/Motor assemblies. Accomplish Remote Valve Operator Extension Shaft (reach-rod) Assembly inspections. Remove existing, inspect, repair, re-install, and test numerous valves. Undock the vessel. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR.
Contractors' dry-dock facility must possess the capability of accommodating a vessel with the following dimensions:

Width: 27 FT
Full Displacement: 3,665 L Tons
Age: 69 YRS
Light Load: 1,535 L Tons
The projected period of performance for this acquisition is 20 June 2016 through 28 October 2016. The Government intends to award a Firm-Fixed Price, stand-alone contract to the responsible contractor on a lowest price, technically acceptable basis in accordance with, but not limited to the Federal Acquisition Regulation (FAR) 15.101-2. The factors and associated sub-factors will be used to evaluate the Technical, Past Performance, and Price.
Potential Contractors are invited to respond via email to [email protected]. The subject line of this email shall state "Sources Sought PSNS Drydock No. 4 Caisson". All questions regarding this Sources Sought shall be submitted in writing no later than three (3) days before the sources sought closing date of February 26, 2016. Responses received after the February 26, 2016 date shall be considered unacceptable, and will not be considered.
