NOTICE OF INTENT TO SOLE SOURCE

MCIPAC Regional Contracting Office Butler intends to procure, on an other than full and open competition basis from Unique Communications, 1665 W. Horizon Ridge Pkwy, Henderson, NV 89012 for the procurement of Subject Matter Expert (SME) Support, Emergency Maintenance Support, and Software Development Services for the Government owned CAIRS Telephone Management System (TMS) in support of Marine Corps Installations Pacific (MCIPAC) G-6 Division, Customer Support Branch (CSB) and Telephone Systems Branch (TSB).

Unique Communications is the sole designer, developer, and integrator of the CAIRS TMS software.  As a result, Unique Communications is uniquely qualified to provide the complete range of services required.  The CAIRS TMS software is proprietary software and as such Unique Communications  is the only known firm that possesses the technical data, drawings, and specifications necessary to fulfill the Government's requirements.  Given Unique Communications regular involvement with the design, development, qualification, manufacturing, and continuing improvements of the CAIRS TMS system in use here in Okinawa since 2009, Unique Communications  has the original design intent, original engineering drawings, and the most recent design changes needed to provide SME support services, emergency maintenance support, software feature development and regular maintenance required by the G6.  In addition, much of the technical data, material, and manufacturing processes required to perform these services were developed by Unique Communications.  This privately developed data, along with the corporate expertise are the sole property of Unique Communications. The recommended source is the only source which can perform any required customization, installation, data conversion, training and project management of the TMS since the development and integration of the system into the business practices of the G6.

Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement.
