The purpose of this contract is to make road improvements including slurry seal, patching, and striping to up to nine (9) sites listed under Site Locations in the attached bid booklet. Work to be performed throughout the Santa Cruz District, within Santa Cruz and San Mateo Counties. All work shall be completed according to the plans and specifications included in this contract, and as directed by the State's Representatives (Representatives). Job Showing is Mandatory - see Notice to Contractors included in the Project Manual. The Job showing is mandatory for potential bidders. License(s) Required: A or C-12 Earthwork and Paving Contractors License, Estimate: $ 135,000.00 Instructions to Download Bid Package: Prospective bidders may examine and obtain the bid forms, specifications, and addenda (if any) by downloading this bid package from this website. Questions and Answers: Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the State's attention by emailing your questions to [email protected] NO LATER THAN 2 p.m., seven (7) calendar days prior to bid opening date. Answers will be provided by Addendum on this website, and it is the responsibility of the bidders to download any addendum as needed. Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 6%. However, mandatory DVBE Program Participation has been waived for this project. DVBE Incentive Still Applies: For evaluation purposes only, an incentive will be given to bidders who meet or exceed the 6% DVBE participation requirements. Refer to the DVBE forms (DPR 486, DPR 489, and DGS PD 843) included in the attached Bid Booklet. Small Business Preference and Small Business Subcontractor Participation: A five percent (5%) Small Business Preference will be granted to properly certified small businesses (a completed DPR 87 Form must be submitted with the bid proposal). Public Works Contractor Registration Program No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22 (the EO) regarding Economic Sanctions against Russia and Russian entities and individuals. Economic Sanctions refers to sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. By submitting a bid or proposal, Contractor represents that it is not a target of Economic Sanctions. Should the State determine Contractor is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor's bid/proposal any time prior to contract execution, or, if determined after contract execution, shall be grounds for termination by the State.
