Technical Questions and Answers

  1. It states A/E must be licensed in CA.  Is it acceptable to have project architect with NCARB certification allowing reciprocity for CA?
    1. Yes, a valid NCARB certificate allowing reciprocity for CA is acceptable.
       
  2. Requirement states CPARs or PPQs for all Section F Projects (no more than 6 projects). Assume ~ 3 pages for each CPAR/PPQ that’s around 18-20 pages.  Are CPAR/ PPQs counted toward 40-page limit?
    1. Yes, they are counted toward page limit.  New page limit is 45 pages.
       
  3. Are Part II’s counted toward page limit?
    1. No, Part II’s are NOT included in the 45-page limit
       
  4. Page 3 states “AE shall be professionally licensed in the state of California”
    Page 4 Professional Qualifications states “The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located”
    Can you clarify? The paragraph on page 4 has been updated to read:
  1. Professional Qualifications: Professional qualifications necessary for satisfactory performance of required service. The firm and A-E signing drawings in each discipline must be licensed to practice in CA. Provide Professional License numbers and/or proof of Licensure. The evaluation shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. The lead designer in each discipline must be registered in CA.
     
  1. Per section 4, Past Performance (on page 5), you ask for either CPARS Data or Past Performance Questionnaires. You continue on to ask us to utilize the PPQ document attached on beta.sam. I was wondering if other PPQ forms would be acceptable. We have forms that have been previously submitted that are in a similar format, but also include additional comments and information on quality, schedule, communication, management, and cost/financial management.
    1. Yes, other forms can be used, but these are included in the 45-page limit
       
  2. I noticed that it lists a return date of February and a different email address. Do you have a revised version with the details for this project, or can we modify to reflect the deadline for this project and your information?
    1. This has been corrected to match the SF330 due date and to have sent to [email protected] by June 15, 2020 by 3PM ET.  I have included a corrected version of “Attachment – PPQ v2”
       
  3. On Page 7, Submission Criteria/Requirements can you clarify page limitation?

The page limitation of the SF-330 shall not exceed a total of FORTY-FIVE (45) pages.  This includes title page, table of contents, CPARS and PPQs and any other relevant information.  Each page shall be in Arial or Times New Roman, size 12 font, single spaced. Part II of the SF-330 Form will not count as part of the page limitations.
