The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking a qualified Architect/Engineering (A&E) Firm with specialty and/or experiences in the site preparation for housing the newly-acquired CyberKnifeýý to be located at 2002 Holcombe Blvd., Houston, Texas 77030. This procurement is full and open competition and is restricted to firms located within a 100 mile radius of the MEDVAMC. The NAICS Codes is 541310 with a size standard of $4.5M. The A/E Short Selection Process will be done in accordance with FAR 36.602-5. All work shall comply with current VA Master Specifications and Standard Details. Work shall be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Followed is the scope of work for this project: The A&E firm shall provide professional and technical services including space planning to develop schematic, design, specification, and construction bid documents as required by drawings and site planning guide provided by Accuray Company, and provide construction period services. The project is for preparing the site to house the new government-owned CyberKnifeýý. Award of a contract is contingent upon the availability of funds. Interested firms shall submit their SF 330 to this office no later than 4:00 PM (CT) February 20, 2008. SF330 may be submitted electronically to Nam-Phuong Nguyen, Contract Specialist: [email protected]. The completed SF 330 will be evaluated by the chairperson of the MEDVAMC engineering evaluation board which will furnish the Contracting Officer an evaluation report to serve as an authorization for the Contracting Officer to commence the negotiation. The selection criteria will include the following: 1. Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required 2. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team 3. Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously 4. Past record of performance on contracts with the Department of Veterans Affairs 5. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located 6. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design 7. Inclusion of small business consultant(s) As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award.
