THIS REQUEST FOR INFORMATION IS FOR PRELIMINARY PLANNING PURPOSES ONLY.  THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE U.S. GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHER, THE GOVERNMENT IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.  THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT.  NO CONTRACT SHALL BE AWARDED FROM THIS MARKET RESEARCH. 

If a formal solicitation is generated at a later date, a solicitation notice will be published.   This inquiry shall serve as an opportunity for Contractors to evidence their capabilities to provide supplies and services for the C-40A which may include:   Development, manufacturing, and installation of Engineering Change Proposals (ECPs) kits for forward fit and/or retrofit and associated recurring engineering; validation and verification of technical directives and associated logistics, testing of retrofit safety and test equipment changes, training services, spare and repair parts for aircraft and subsystems, peculiar support equipment, and related software.

Qualification shall be based upon information that indicates Contractors who possess an existing capability for the supplies and services listed in the above paragraph.

Claims of existing capabilities must be substantiated.

NAVAIR requests that companies respond by submitting 1) a summary outline and capabilities statement showing how Non Recurring Engineering of ECPs and retrofit kits would be installed into the C-40A aircraft and 2) data to substantiate capabilities and other information as determined by the vendor.  Please limit your response to 20 printed pages.  Additionally, respondents may provide contract numbers and descriptions, for similar type work and products, as evidence of capabilities.
