Statement of Reason for Sole-Source Award to Raytheon:
The Government has a requirement to upgrade 28 of the APX-119 4079100-0510 variant to APX-119 4079100-0515 variant using material that the Government will provide to Raytheon.  Raytheon is the only vendor capable of providing the upgrade because they are the Original Equipment Manufacturer and own the data rights to the APX-119 transponders and the rights to the software needed to upgrade the APX-119 4079100-0510 variant to APX-119 4079100-0515 variant. 

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the C-17 USAF Branch.
