Scope of Work includes design, permit, procure, construct, commission, operate, and maintain the “Burbank Landfill Gas to Energy Project” (LFGTE) at 2200 Bel Aire Drive, Burbank, CA 91504, as more specifically described in this RFP. The Work consists of two phases: 1 - the Engineering, Procurement and Construction (EPC) phase, which includes design, demolition, engineering, grading and site preparation, equipment procurement, construction, construction management, commissioning, and performance testing. (The EPC phase is to include costs associated with warranty services for the newly installed microturbines, gas pretreatment systems, controls and associated equipment enclosures and infrastructure as described in the Technical Specifications.) The objective of the EPC phase of work is to achieve benchmarks in a timely fashion and complete final acceptance by July 29, 2019. 2 - the operations and maintenance (O&M) phase, The Contractor will be responsible for all O&M service during the first year, which is to begin immediately after final acceptance of the EPC phase. The O&M phase is intended to last one or more years. The cost of the annual O&M services is to be priced separately from the EPC phase. During the first year of the O&M phase, the Owner may elect to have the Contractor provide training of BWP personnel (operators and mechanics) to take-over the O&M service requirements after the first year, but this determination will be made at a later date. Hence, the Owner may choose to extend the contract for O&M services beyond the first year and up to 15 years (if renewed annually). The O&M phase (with training, if requested) is to be either completed or otherwise addressed with renewal by July 28, 2020. Failure of the Proposer to download the Contract Documents from the City of Burbank shall render their proposal non-responsive.
