This announcement is not a request for proposals. The Bureau of Reclamation Snake River Area Office intends to issue a sole source contract with Hickey Brothers Inc. The purpose of this contract is to provide funding to Hickey Brothers Inc to go towards sampling bull trout in Arrowrock Reservoir using trap nets and gill nets (specifically designed by Hickey Brothers Inc) for the purpose of obtaining a population estimate for adfluvial bull trout which use the reservoir for overwintering and rearing habitat. Hickey Brothers, Inc. has extensive experience and expertise sampling salmonid fishes in large lakes throughout the United States, as well as custom manufacturing nets and boat equipment to implement effective sampling programs with goals to minimizing impacts to threatened bull trout populations. The proposed project and equipment and consultation needed to achieve the project's objectives makes Hickey Brothers Inc., the obvious and only choice for manufacturing nets and boat parts to sample bull trout and consultation to implement this research project in the field. Within the general public there is no commercial use of the method or information gain utilized in this study. This information will be used solely to manage fish populations and meet the requirements under the in 2005 Biological Opinion. In addition, all capture and handing of fishes in the State of Idaho requires compliance with State of Idaho law. Hickey Brothers Inc employs staff members who are trained for the capture and handling of ESA protected species and are trained for capture and handling of recreational fish species in the State of Idaho.
