NOTICE OF INTENT FOR SOLE SOURCE ACTION

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a sole-source contract with the Oregon Department of Fish and Wildlife (ODFW), a State of Oregon agency, for scientific monitoring and studies associated with the Oregon Bull Trout fish species. This contract is limited to a 12-month period of performance.

REASON FOR SOLE SOURCE ACQUISITION

ODFW has been continuously assisting USACE in improving the status of Oregon Chub and Bull Trout in the Willamette basin through its research on ecology, genetics, and life history, restoration projects, and ongoing monitoring. ODFW has the necessary expertise, knowledge, and private land access agreements currently in place within the Willamette Valley to fulfill this requirement. ODFW also possess the ownership of existing equipment and systems that served for the monitoring and survey services.

Sole sourcing this 12-month requirement to ODFW will ensure continuity of the data collected, which is critical for research on long-term population trends. A transition in contracting the monitoring and survey services from ODFW to public vendors requires significant time and effort from all stakeholders to ensure the process happens smoothly without severe interruption. The transition may take up to a year for a public contractor to acquire and build all necessary equipment and system to replace ODFW’s equipment and systems to perform the work.

AUTHORITY

The statutory authority for this non-competitive acquisition is in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 13.501(a)(1) Soliciting from a Single Source and no other supplies or services will satisfy agency requirements.
