This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. The closing date for price quotes is close of business 5/11/2011. The solicitation number is TIRMS-11-Q-00033 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-50. The associated North America Industrial Classification System (NAICS) code for this procurement is 238110 with the applicable size standard of $14.0 million. This requirement is 100% Small Business set-aside and only qualified offerors may submit a quotation. The Government will make award to the contractor/vendor providing the best value to the Government in accordance with the Simplified Acquisition Procedures (SAP) of the Federal Acquisition Regulation (FAR). In order to determine best value, the Government will consider the following evaluation factors: overall cost, ability to meet delivery terms, technical capability, i.e. whether the quoted supplies and/or services satisfy the needs of the Government, warranty terms (if applicable), and agency socio-economic goals.
