This sources sought notice is issued for information and planning purposes only and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time.

The purpose of this notice is to identify sources with the requisite qualifications that could provide the products/services stated herein. All businesses, large and small businesses (8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice.

The National Institute of Standards and Technology (NIST) seek information on commercial vendors that are capable of providing facility fire protection upgrades. The Instrument Labs in the Boulder Precision Measurement Laboratory (PML, Building 81) at the NIST site in Boulder, CO requires smoke detection capability upgrades. Although the current system satisfies minimum code requirements for class B occupancy, a lack of smoke detection impacts mission continuity and increases the physical risk to the occupants, first responders, equipment, and facilities. The affected PML Instrument Labs without smoke detection include the equivalent of more than 160 single modules of advanced lab space (more than 45,000 net assignable square feet), supporting the work of hundreds of scientists, OFPM staff, and facilities contractors, and containing an estimated $140 million in advanced research and measurement equipment, in addition to the approximately $150 million total cost of the PML.

Proposed fire detection capability upgrades would include installation of smoke detection in the instrument labs (IL), adjacent corridors, service galley, and interstitial space above the instrument labs. NIST also requires a consolidated user interface for multiple life safety/fire protection systems in the command area in Bldg 81. All design, equipment, and installation must meet the latest edition of NFPA 72. All equipment shall be site standard Notifier equipment. All existing and new Xtralis VESDA detectors in Building 81 shall be compatible with VESDAnet. New equipment needs to be compatible with the ~55 existing Xtralis VESDA detectors.

Work will consist of the following tasks:

Installation of approximately 25 Xtralis VESDA aspirating detectors that will serve the north labs and mechanical interstitial space located above the labs in Building 81.

Lab Service Galleys: an appropriate aspirating smoke detector shall be provided for each of the 5 galleys serving the labs. Each service galley shall have individual monitoring.

Pedestrian Corridors: detection for the pedestrian corridors will be spot detectors. The pedestrian corridors consist of the public areas between the lab units as well as the north and west walls. Individually addressed detectors are required.

Interstitial Mechanical Space (ambient air): XTRALIS VESDA detection for the interstitial mechanical space ambient air.

The existing cleanroom XTRALIS VESDA detection, consisting of 55 XTRALIS VESDA detectors, and new XTRALIS VESDA detectors will also be connected to the campus fire alarm system network. A new display (Notifier FirstVision) will be installed in the lab area for local graphic access to the systems associated with the labs. The Xtralis VESDAnet and Notifier FirstVision user interfaces will be installed in 81-1A111.
