The Bureau of Engraving and Printing (BEP) intends to contract using other than full and open competition for the following: Buyer Supplied Detector (BSD) Emulator.
The proposed contract action is for a BSD Emulator from Giesecke & Devrient (G&D). This unit specifically emulates the electronic communication configuration of the G&D BPS3000 currency sorter/reader currently used by the Federal Reserve Board.
The Government intends to solicit and negotiate with only the following designated source under the authority of FAR 13.106-1(b). Accordingly, the BEP intends to award a contract to Giesecke & Devrient America, Inc., 45925 Horseshoe Drive, Suite 100, Dulles, VA 20166. Giesecke & Devrient America, Inc. owns the proprietary BSD Emulator.
This notice of intent is not a request for offers. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received no later than 4:00pm EST on Tuesday, 10 December 2013. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
