The work shall be within the Broadway and Glenarm Power Generating Plants, located at 85 East State Street in Pasadena, California, as well as Azusa Hydro Power Plant located at 1850 N. San Gabriel Canyon Road in Azusa, California. Broadway Power Plant consists of two retired Units B-1 and B-2, and one currently operating Steam Generating Unit B-3. Unit B-3 boiler (approximately 70 MW) is a 46 years old Foster-Wheeler reheat type steam generator with a capacity of 500,000 lbs per hour of steam @ 1850 psig & 1000 ºF and 436,000 lbs per hour reheated steam at 484 psig and 1000 ºF. Glenarm Power Plant consists of four Gas Turbine Units (GT-1, GT-2, GT-3, GT-4). Unit GT-1 is in operation while Unit GT-2 is in a prolonged outage due to fire damage in October 2012. Units GT-1 and GT-2 are simple cycle vintage gas turbines each rated at 26 MW and are mainly used for peak power generation. Currently operating newer Units GT-3 & GT-4 are GE LM 6000 model with a capacity of 47 MW each. The City is considering to install a combined cycle unit of 71MW (GT-5) on the Glenarm site. Unit GT-5 is scheduled to be commercially operated in August 2015. Additionally, PWP owns and operates the 3 MW Azusa Hydroelectric Plant located in Azusa, California. This plant was originally constructed in 1898, but enlarged and reconstructed in 1948. Examples of Various Power Plant Projects The following are the examples of various projects at the Broadway, Glenarm, and Azusa power plants to which Contractor’s field services may be used on as needed basis. A. Power Production Facility Improvement This on-going project provides for power production facilities upgrades, expansions, and improvements as needed to maintain safe and efficient power plant operations. B. Power Facility Waste Water Treatment and Disposal This project provides for the design and installation of a storm water separator, plant wastewater treatment and disposal facilities. C. Azusa Hydro – Renewals and Replacements This project provides for on-going renewals and replacement of generation and associated equipment located at the Azusa Hydroelectric generation plant. As a minimum, the project includes penstock seismic upgrades, conduit repairs and upgrade; battery replacement; governor control upgrade; telemetering; and miscellaneous repairs and replacement. D. Unit B-3 Renewals and Replacements This project provides for on-going, cost effective equipment renewals, and refurbishments, conditional assessment, and monitoring of critical components of Unit B-3 as needed to ensure continued reliable operation of Unit B-3 to serve the City’s power needs. E. Units GT-3 and GT-4 Renewals, Replacement, and Improvements This project provides for ongoing equipment renewals, replacements, and improvements for Units GT-3 and GT-4 gas turbines at Glenarm plant. This project includes SCR catalyst replacement. G. GT-1 and GT-2 Repairs, Renewals, Replacements, and Improvements This project provides for ongoing equipment renewals, replacements, and improvements for the GT-1 and GT-2 Gas Turbines at the Glenarm plant. H. Recycling of Collected Rain Water This project provides for the collection of rainwater at the power plant as well as capturing some of the rainwater in the City’s storm drain. The rainwater collected will be stored in existing catch basin within the facility for further use, as supplemental make-up water, for cooling towers at the Broadway and Glenarm plants. I. General Maintenance Contractor may be asked to provide personnel to augment plant maintenance staff to accomplish their routine duties associated with the maintenance of power generating units. Scope of Work and Characteristics The Contractor shall furnish on as needed basis all field services, including tools, as necessary and at no additional cost to the City, all incidental services, material and equipment required to complete the Work, even though not particularly specified or indicated. The Work of the Contractor shall not vary from the plans or Specifications in form or quality, nor in the amount or value of the material used without previous written consent of the City. The City’s main concerns are the reliability of the work performed by the Contractor and the avoidance of accidents and lost time resulting from the manpower and equipment problems.
