For the period of 01 November 2013 through 30 April 2014 with a possible three month option ending 30 July 2014, the Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a sole source basis, Information Technology (IT) and Information Management (IM) Services for activities in the Department of Defense Joint Medical Facilities, with the majority of services required at Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD and Fort Belvoir Community Hospital (FBCH), Fort Belvoir, VA.
It is the Government's intention to solicit for this requirement on a sole source basis with the incumbent contractor, SpecPro Technical Services, San Antonio, Texas, while the large competitive 8(a) follow-on procurement (Solicitation N00189-13-R-Z056) is put in place so there is no lapse in service due to the follow-on requirement (Solicitation N00189-13-R-Z056) taking longer than expected to award.
The type of contract anticipated is Firm-Fixed Price (FFP), non-personal services contract. FLC's intent is to issue a FFP contract in accordance with FAR 15 (Contracting by Negotiation) procedures.
The applicable NAICS code is 541513, Computer Facilities Management Service.
The solicitation will include the FAR Clause entitled "Option to Extend the Term of the Contract (52.217-9)." In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that the exercise of the option(s) is the most advantageous method of fulfilling the Government's requirement, price and other factors considered.
