(1) Action Code. M - Operation of Government-owned facilities

(2) Subject. Boulder Ranger District (BRD) Operator in Responsible Charge (ORC) IDIQ

(3) Description. The BRD ORC IDIQ contracts a professional Operator in Responsible Charge committed to managing the water system at the Boulder District Office under the Arapaho Roosevelt National Forests.

(4) Synopsis Period. 16 August 2019 through 6 September 2019

(10) Proposed Solicitation Period. The solicitation period is anticipated from 16 August 2019 through 6 September 2019. All solicitation documents will be posted to FBO under the solicitation number at item 9. The actual due date will be shown in the solicitation. This period is "proposed."

(11) Site Visit. See item 12.

(12) Pre-proposal Conference. A pre-proposal meeting is not currently anticipated. All contractors have access to the facility but should coordinate visits in advance. The Contracting Officer Representative (COR). Requests should be submitted at least 48 hours in advance of the anticipated intent to visit date.

(14) Place of Contract Performance. The project location is the Boulder District Office at 2140 Yarmouth Avenue, Boulder, CO 80301. Boulder County.

(15) Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ). All associated Task Orders will be Firm Fixed Price (FFP).

(16) Contract Award Period of Performance. The anticipated period of performance includes a base period and four (4) option years. The base period is anticipated for award (on or about 13 September 2019) through 30 November 2020. Award of the optional periods is not guaranteed and is always subject to funding availability. The option years will be effective 1 December through 30 November.

(17) Contract Award Date. On or about 13 September 2019.

(18) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be:
Between $25,000.00 and $100,000.00. This magnitude considers the following: Timeline (Base period plus 4 option years).

(19) Contractor. TBD following evaluation of competitive proposals. One (1) contractor will be selected for award of this IDIQ. Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to award. To register, visit https://www.sam.gov/portal/SAM/#1. Please note that activation of a SAM profile can take time. Offerors must show proof of an active profile OR a pending application in SAM at the time of proposal submission.

(20) Additional Information.

(20.i) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 4 September 2019 NLT 1300 MT. (20.iii) Tips for Submission.
