The mission of the Federal Bureau of Prisons (Bureau) is to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens. The Bureau has 122 prisons of various security levels, offering programming in many different areas including drug treatment, trauma services, and evidence-based programming, such as the Bureau Rehabilitation and Values Enhancement (BRAVE) Program.

The BRAVE Program is designed to facilitate favorable institutional adjustment among young, first-time Federal offenders serving lengthy sentences.  The BRAVE Program is a six-month residential cognitive-behavioral program created to help inmates adjust to prison successfully.  It is currently located at two Bureau facilities: Federal Correctional Institution (FCI), Beckley, West Virginia; and FCI Victorville, California. To qualify for the program, inmates must be 32 years of age or younger, have a sentence of at least 60 months, and be a first-time Bureau commitment.

The purpose of the current project is to conduct research exploring the effectiveness of the BRAVE Program on prison adjustment and inmate behavior.

Performance periods under this contract will be for a one-year base period estimated to begin on around September 1, 2021 with four (4) one-year option periods, with services ending (if all options years are renewed) on August 31, 2026. The services required for this contract include a Base Year, and 4 Option Years.

The services shall be in accordance with the Statement of Work. Hard copies of the quotation will not be available. The site provides downloading instructions.
