The Internal Revenue Service (IRS) has a requirement for Brava and Net-It for GAT and Pilot. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation for this requirement; proposals are being requested and a written solicitation will not be issued. No solicitation document exists and request for same will be considered non-responsive. This solicitation is issued as a Request for Quotes (RFQ) and the solicitation number is TIRNO-08-Q-00241. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The IRS has a need for the following items: CLIN 0001- Brava Office Format 3rd Party Drivers for the GAT, Quantity 3. CLIN 0002 – Brava Office Format 3rd Party Drivers for the Pilot for San Antonio and Atlanta, Quantity 1. CLIN 0003 – Net-It Enterprise (.Net) Unlimited Documents for the Pilot for San Antonio and Atlanta, Quantity 1. CLIN 0004 – Maintenance for Net-It Enterprise, one year from time of receipt and installation. QUOTE PREPARATION: Offerors shall prepare quotes in accordance with FAR provision 52.212-1, Instructions to Offerors-Commercial and shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications—Commercial. Responses that do not contain this information will be considered non-responsive. EVALUATION: Offers will be evaluated in accordance with FAR Provision 52.212-2 with the following significant evaluation factors: Technical and Cost. Award will be made to the lowest priced, technically acceptable offer. The contractor will be required to comply with FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, in its entirety. Under FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, the contractor shall comply under paragraph (b) with the following FAR Clauses: 52.203-06, 52.219-8, 52.222-3, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-09, 52.233-3 and 52.239-1. The Government intends to award a firm-fixed price contract resulting from this solicitation.
