                                                Customization and Delivery

 

 Background: The 48th Contracting Squadron (48 CONS) at RAF Lakenheath is exploring the potential of the marketplace in providing a Relocatable Simulator Shelter (RSS) for a Boom Operator Weapon System Trainer (BOWST). Furthermore, the 48 CONS is interested in the different procurement and financing terms potential vendors are willing to entertain. The scope of work would include, but is not limited to, the fabrication, delivery, and assembly of the structure.

 

General Information:

THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE

OF MARKET ANALYSIS ONLY. This notice is being published in accordance with Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(ii) which requires conducting market research before soliciting offers for acquisitions with an estimated value in excess of the simplified acquisition threshold. The Government is seeking industry's input to determine the availability of qualified sources with the technical capability to fulfill the requirement described above. No contract awards will be made from this notice and no solicitation is available on FBO or any other bulletin board, posting room, or clearinghouse at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested party's expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this RFI. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All RFI responses will be used in whole or in part for determining the most effective acquisition strategy for [PCJNUAAA1] acquisitions or similar requirements. Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.

 

Questions

Interested vendors may provide responses to the following questions with respect to interest, unique capabilities and the proposed contract/acquisition strategy.

 

Potential Offerors' Interest:

•1.      What size relocatable shelter would you recommend for a BOWST trainer that occupies a space of approximately 23 ft. W x 22 ft. D x 19 ft. H and is connected via cabling to the three off-board cabinets:

•a.       Host computer cabinet

•b.      Visual system image generator (IG) cabinet

•c.       Power Distribution Cabinet (PDC), with a 12 KVA UPS

•2.      Is your firm interested and capable of supporting this requirement as an operating lease, procurement or combination of the two?

 

Ability and/or Limitations to Providing Service:

•1.      What is the timeline after award for shipping and installation?

•2.      What, if any, open market leasing terms and conditions would be recommended?

•a.       Could a LTOP Lease-to-Purchase or LWOP (Lease with Option to Purchase / aka FMV or Operating Lease) be structured? 

•b.      Is a pure rental (i.e. month-to-month) of this type of equipment available?

•3.      What are the common terms of financing for a three-five year lease with payments in arrears? 

•4.      What other special considerations are required for a Leasing Schedule?

•5.      What would the total electrical load be for the offeror's RSS with all required equipment installed?

•a.       What is the individual load for the installed HVAC systems?

•b.      What is the individual small power/lighting load? 

•6.      What type of fire suppression/detection system will be installed in the offerors' RSS. (make/model/ability to connect to existing base infrastructure)                                        

•7.      Does the offeror's RSS provide a cabinet to mount and secure a fiber patch panel and switch?

•8.      Would the RSS be pre-wired with CAT 6 for data drops?

 

Contract/Acquisition Strategy:

•1.      What recommendations do you have on how the government can streamline the leasing process?

•2.      What type of contract arrangement has provided the best flexibility and value for your customers which includes an option to lease?

•3.      What, if any, technical, cost, and/or schedule risks do you perceive with this potential lease? Do you have any recommendations on how risk can be reduced?

•4.      What are the largest factors that contribute to maintenance and utilities for the relocatable shelter solution?
