The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Freeman Expositions, Inc, located in Dallas, Texas to purchase a booth rental space with furnishings for the annual Material Science & Technology meeting, American Chemical Society meeting, and the American Association for Clinical Chemistry meeting.

Sole Source justification is based on the following:

These 3 meetings are being orchestrated by the parent event management company J. Spargo and Associates Incorporated located in Fairfax, VA. Spargo has designated their official general service contractor for booth furnishing and rental to be Freeman Expositions for these events. Freeman Expositions has confirmed this information to be accurate. No other authorized providers of the required conference booth supplies are reasonably available.

The resulting purchase order will be a Firm Fixed Price purchase order.
NAICS code for this procurement will be 532299 - Rental and leasing services with a small business size standard of $7.5M.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 12:00EST July 22nd, 2016, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
