The Army Contracting Command-Redstone proposes to acquire on another than full and open competitive basis provides Maintenance Repair and Original Equipment Manufacturer (OEM) reach back support for the Cargo Helicopter Project Management Office (POM), Fleet Management Branch for Contractor Field Service Representative (CFSR) support for Overseas Contingency Operations (OCO). The Government plans to utilize a Cost Plus Incentive Fee type contract for this effort. This is a sole source requirement to The Boeing Company, CAGE Code 77272, because they are the only source that has the technical expertise and has demonstrated the performance necessary to execute the US Army's requirement for OCONUS CFSR support.  A technical data package for full and open competition is not available within the Government for this procurement. Under the authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ looking under qualification procedures for aviation requirements.  All responsible sources may submit an offer which shall be considered by this Agency.
