The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Navigation Services Division (NSD), Silver Spring, MD is issuing notice of intent to negotiate a sole source procurement J.D.C.I. Enterprises, Inc. for providing a four (4) replacement Boatmaster SA27-120 Boat Trailers. These trailers were designed and built by J.D.C.I. Enterprises, Inc. The period of performance shall start on or about July 30, 2012 and be completed within thirty (30) days after award. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. J.D.C.I. Enterprises, Inc. has provided the current trailers in use by the agency. The components and design of these trailers are unique to NSD's vessels and are specialized for these vessels. No other entity can provide the necessary repairs required as required by a J.D.C.I. Enterprises certified technician. J.D.C.I. Enterprises does not have a factory certification or authorized dealership network from which various vendors/dealers can be solicited. Using another trailering system would likely require re-development and re-engineering resulting in higher costs and unacceptable delays to the Government. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). The applicable NAICS code is 336214. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All vendors submitting a proposal or quotation shall complete, sign, and submit Attachments A and B of this notice. Responses shall be submitted by 12:00 p.m. Eastern Standard Time, July 27, 2012.
