THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with The Bureau of National Affairs, Arlington, VA 22202 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This request is for the renewal of Bloomberg BNA for Chemical Regulation Reporter (CHLN01), 10 each, and Daily Environment Report (DELN01), 10 each, for a one-year base (9/30/2016-9/29/2017) and two (2) one-year options. These subscriptions allow for access to in-house journalists and experts who research, compile, and write analytical articles on key chemical and environmental topics. Each emphasizes the legislative, regulatory, and judicial developments and policies/standards for their respective topics. This also offers quick access to the congressional calendar for bills relevant to the environment/chemical arena and items on the regulatory agendas. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 15 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days of this notice, an award will be made to The Bureau of National Affairs. The NAICS Code/Size is 511120/1,000 Employees.
