Description:
The Office of the Secretary intends to award a sole source contract for the Commerce Research Library to Bloomberg Finance L.P, 731 Lexington Avenue New York, NY, 10022, for several online databases and resources that support the work of Commerce employees. The North American Industry Classification System Code (NAICS) is 323113- Financial magazines and periodicals screen printing without publishing. Bloomberg Finance L.P is the only responsible source known to provide the financial information, news and insights.
It is The Office of the Secretary intent that the proposed action may be awarded on a sole source IDIQ type contract with a Base Year plus 4 (four) one Year Options to Bloomberg Finance L.P under the authority of Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures.
Requirement:
•The service shall provide a range of market and financial information, both domestic and international, including news, analytics, research, and pricing for at least the following market sectors: corporate debt, mortgage, money market, municipal, preferred, equity, commodities, indices, currencies, Treasuries, worldwide sovereign and agency, and derivatives. Information shall include company data, issue/issuer, and historical prices/yields from the date of the company's inception to the present.
•The service shall include real-time current and historical transaction data on public and private companies, both domestic and international. Data will include, when available, parent/subsidiary relationships, supply chain data, mergers & acquisitions, company reports, and available financials.
•The service shall provide the full text of articles from leading news wire services (including Bloomberg News) for domestic and international news stories on business, commodities, and financial issues. The service shall also include an indexed business news archive from at least the year 2000 to present, along with an historical archive of leading economic indicators, including consumer price index, producer price index, and information related to inventories.
•The system shall provide the capability to access real-time and historical market data analytical programs. The system must have adjustable (vertical and horizontal) display and analytical capabilities such as bar charts, point and figure charts, moving average charts, and multiple graphs displayed simultaneously. The service shall also include the following:
1)Yield analysis, duration risk factor, horizon analysis, yield equivalents and futures hedging;
2)Interest rate swap analytics, U.S. Government securities yield curves and dealer prepayment estimates;
3)Indicators, including advances, declines, up volume, down volume, and ticks along with access to the full text of stories, business and financial information and access to information concerning holders of individual securities;
The service shall provide legal research information tools via BLaw and BGov such as:
1)Access to daily litigation and regulatory summaries and to legal, regulatory and compliance reports;
2)US Federal and State case law histories, legal case filings and dockets;
3)Access to merger and acquisition information, including the details of deals and the analysis of legal and financial advisors.
4)Hearing transcripts, Congressional calendars and contact information, appropriations tracking
To the extent feasible, all information shall be received on a real-time basis to dedicated terminals and portables. In addition, the system shall provide the capability to print a copy of all data and news stories.
Additional items:
1)DOC can increase or decrease terminals or Anywhere licenses to be installed in HCHB, with funding to be added to the contract as needed to cover installation and service. Pricing shall reflect accordingly whether Bloomberg equipment (such as a monitor) is leased and/or whether a dedicated line is installed to provide the service.
2)Virus protection - Bloomberg offers a virus protection patch that is available from their website at no charge. If this protection is determined by the DOC to be inadequate, DOC will be responsible for providing virus updates and other virus protection to meet their needs.
3)Maintenance - If a problem arises with the Bloomberg equipment or service due to Bloomberg equipment or service failure, Bloomberg shall send a technician, on the day requested, to the DOC at no additional charge to correct the problem. Should the equipment or service problems be due to the fault or negligence of the DOC, additional funds shall be added to cover costs.
4)Reports - Vendor terminal services shall provide commercially available usage reports in accordance with vendor standard commercial service practices.
5)Training - As mutually agreed upon by vendor and DOC, vendor shall provide training on location at the DOC's request at no additional cost.
Sole Source Justification
In accordance with FAR 6.302-1, Only One Responsible, Bloomberg Finance L.P is the only organization who can provide the services needed.
This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications which will be considered by The Office of the Secretary, OCR. Responses must be in writing and must be submitted electronically to Rosalyne Snow, Contract Specialist at [email protected] by 12:00 PM EST on, August 20, 2019. Proposals must include pricing information. No late responses will be accepted.
