TITLE: BUILDING 207 RESPONSE ROBOTIC TEST FACILITY ADDITION DESIGN/BUILD SERVICES

This is a SOURCES SOUGHT NOTICE to determine the availability 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, Tribal-owned small business, and Women-owned small business, large businesses under NAICS code, 236220, that have the capability, experience, and expert knowledge to provide Architectural design, Engineering design and Construction Services.

The National Institute of Standards & Technology (NIST) is a Research & Development (R&D) facility with 52 buildings located on (578-acre) site in Gaithersburg, Maryland. The NIST site has approximately 3,424,353 gross square feet (GSF) of floor space including R&D, office, and service areas. The majority of the buildings are brick exterior in construction and are approximately 50 - 60 years old.

NIST is seeking information on qualified Large and Small Businesses for a Design/Build contract that can provide Architectural design, Engineering design and Construction Services under NAICS Code 236220. If a contract can be subsequently awarded it will be for a New Construction Building, renovations of ancillary building, associated site work and new utilities infrastructure.

General Requirements:

1. Purpose: The purpose of this sources sought is to identify interested, qualified parties, capable of providing design/build services for New Building construction, office fit-outs, and laboratory renovations.

The contractor will be responsible for designing and building a New Construction Response Robotic Test Facility. New electrical feeder, sewer line, water line and Site work may be required. This project may include the associated modification of, and/or new installation of mechanical, electrical life safety and architectural systems and services in multiple existing campus buildings. 

Additionally, the New Robotic Response Test Facility will be in close proximity to an Existing Occupied Robotic Test Facility. Work in the Existing Robotic Test Facility may also be required and may include mechanical, electrical, life safety, and architectural modifications associated with updating state-of-the-art research facility. 

The Project may be subject to conformance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (SOI Standards), Maryland Historic Trust, Commission of Fine Arts, and National Capital Planning Commission. 

1. Experience Required:  Offerors will present evidence of extensive experience in all aspects of the Design/Build of New Building Construction and renovation of office and laboratory space, including but not limited to mechanical, electrical, life safety and architectural specialties:

1. 1. Full range of engineering, design, and subcontractor specialties at its disposal, to plan and construct building modifications that may be one-of-a-kind and state-of-the-art in nature. 
   2. Experience in developing reliable cost estimates and consistently completing work on time.
   3. Experience on New Construction, renovations, laboratory design/build contracts that were between $3,000,000 and $10,000,000.  Relevant experience includes, but is not limited to, the development of laboratory spaces containing clean rooms, HEPA air filtration, HVAC, life safety, specialized electrical services, and other types of utilities unique to the research environment systems. Installation of new feeder line, new water line, sewer lines and site work experience should be included as well.  High, middle, elementary schools are excluded.
   4. Experience performing interior renovations (design/build) in occupied buildings that were between $700,000 and $2,000,000 in project cost.

1. 1. The Capabilities Statement Package shall not exceed 15 pages. 
   2. Submit a letter of interest with the Capability Statement Package that provides documentation of the experience required above, including references.
   3. Provide a list of the number of in-house staff in each discipline that are available to work on the subject contract.
   4. Submit a total of 4 relevant projects completed within the last 10 years.

Any proprietary information should be marked. Written capability statement shall clearly and unambiguously demonstrate ability to do the work required in the notice.
