NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with Blackboard under the authority of FAR 13.106-1(b), Soliciting from a single source. The Haskell Indian Nations University (HINU) has a requirement for on-line training services for faculty and adjuncts on best practices to utilize Blackboard and development services for a Blackboard gateway for use by students and faculty. HINU was not fully integrated to on-line teaching, but due to COVID-19 pandemic, faculty teaching environments changed to fully online modality, and this impacts the student success significantly. Blackboard was not fully utilized due to unfamiliarity with building robust course sites, which was causing the faculty¿s teaching routines to be upset. The anticipated period of performance will be from August 2020 ¿ June 30, 2021. The total anticipated cost is $24,131.00. The period of performance will be for a year, delivery date June 30, 2021. No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 611430.
