NOTICE: THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT AN RFQ. The intent of this notice is to inform the vendor community of the Virginia Contracting Activity (VACA) proposed contract action. This proposed procurement is for software licenses with which the Government intend to solicit and negotiate on a sole source basis under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract, based on responses to this notice, is solely within the discretion of the Contracting Officer.

VACA intends to award a sole source contract to Blackboard for the acquisition of licenses for DIA employees to access the Blackboard software in a variety of roles, to include but not limited to instructors, course managers, registrars and students. In addition, the vendor will provide integration customizations and maintenance, security-related customizations and guidance in support of the implementation of Blackboard LearnTM software on the DIA Enterprise Learning Architecture.  The vendor shall provide security customizations that have been specifically developed by Blackboard for the Intelligence Community, to upgrade the customizations in such a way that they will function on DIA's version of Blackboard Learn™, and to support implementation of the customizations.

This requirement will be a base year with four (4) one (1) year options.
