You are invited to offer a Proposal to the Unified Government of Athens-Clarke County (ACCGov), Owner, to provide Architectural Design, Engineering, and Construction Administration services as described herein for the Bishop Park Improvements. The project will provide capital improvements to extend the life and usefulness of the park located at 705 Sunset Drive to include a pool replacement, ancillary building, playground, splash pad, bathrooms, provision of Americans with Disabilities Act (ADA) accessibility, upgrades to mechanical and energy systems, and other amenities described in the project scope section. This capital construction project is to be funded through the Special Purpose Local Option Sales Tax Program, SPLOST 2020, Project #19. The Bishop Park pool was constructed in 1975 and has had an addition as well as repairs over the years. Within the last 5 years the pool has continued to lose water at a rate faster than normal evaporation (approximately 10,000 gals/day). ACCGov has completed dye testing, patching, pool gutter update, and other various repairs to minimize the leaks but has seen little benefit with these repairs. It has been determined that it has reached it useful life and requires demolition of the current pool including its associated drainage and mechanical systems. The intent is to not salvage the current system due to its age and sustaining leaks. The new pool will be installed in the same area with a similar footprint. The adjacent pool house will need to be renovated or replaced if it is cost effective based on the evaluation of its current condition. Other aged amenities of this park could be replaced under this project scope as listed above. The project goal is to complete design and construction that is limited to a single swim season.
