The purpose of this sources sought notice is to conduct market research to determine if this effort can be successfully competed through full and open competition or whether a set-aside is appropriate. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all large and small businesses to include 8(a), Service-Disabled Veteran- Owned, HubZone, and Women-Owned small business concerns.

The Medical Readiness Contracting Office, West (MRCO-W) JBSA, Fort Sam Houston, Texas, is seeking potential sources to provide three (3) dedicated non-invasive BIPAP/CPAP (bilevel positive airway pressure/continuous positive airway pressure) ventilators with trolley and accessories. Units must be capable of high-flow oxygen therapy as well as support invasive ventilation for patients of the Brook Army Medical Center (BAMC), JBSA - Fort Sam Houston, Texas. Please refer to the list of salient characteristics below.

Minimum Clinical Performance Requirements

  • Must have high-flow oxygen therapy 1-60 L as a standard option
  • Must be capable of ETCO2/SPO2 detection
  • Smallest size (cube) and weight required for portability
  • Capable of attaching to a bed or hand carry
  • Patient Safety Features i.e.; alarms (audio and/or visual)
  • Must have a patient trending value data recall of up to 72 hours
  • Must be capable of swapping batteries during use
  • Must be turbine driven, eliminating the need for 50 psi medical air connection
  • Must be capable of providing ventilatory support for pediatric and adult populations
