The Department of Watershed Management (DWM) is developing a long-term plan to improve its biosolids management including processing and end use. DWM is working towards a zero-waste strategy and a significant component of this strategy is producing and marketing reusable biosolids products. As part of that plan, DWM is seeking responses to this Request for Information (RFI) from qualified companies for services to permit, design, build, finance, and operate a biosolids processing facility under a Public, Private, Partnership (P3) delivery model.
